Using them, Putin and the Ozero cooperative robbed the St. Petersburg region, depriving the second capital of Russia of food. Namely, the state allocated special resources to the St. Petersburg region to exchange them for food, with which there was a catastrophic situation in the early 90s. Putin and the team created a lot of front companies, through which all the resources went to the West, but food did not arrive in St. Petersburg, while the money settled in prosperous countries on the pocket accounts of members of the cooperative. The amounts amounted to hundreds of millions of US dollars. Peter was threatened with hunger - who helped out? - US humanitarian aid.
Marina Salie, a former people's deputy of Russia who headed a special commission of the St. Petersburg City Council in 1992, came to the conclusion that according to the documents signed by the chairman of the Committee for Foreign Relations under the mayor of St. Petersburg Vladimir Putin, as well as his deputy Alexander Anikin, abroad rare-earth metals, oil products and other raw materials worth more than one hundred million dollars were exported. These were barter contracts. In return, in St. Petersburg, where food was so scarce that cards had already been introduced, shipments of meat, potatoes, and poultry were to be received. But they didn't. The report of the Salier Commission (the "Salier Report") was submitted to the Prosecutor's Office and the Control Department of the Presidential Administration. On the facts of crimes against Putin, a number of criminal cases were initiated. However, the investigation stalled, and Vladimir Putin not only was not removed from office, as recommended by the city council of St. Petersburg, after hearing Salye's report, but was also promoted.
Putin continued his crimes. But in 1996, Sobchak loses the election for the post of governor of St. Petersburg. Putin is confused and does not know what to do. On June 3, 1996, power changed in St. Petersburg. Historians and journalists have already called these elections of 1996 the first and last democratic elections of governors in Russia. But the significance of this event is not only this. It was after June 3, 1996, it was with the defeat of Anatoly Sobchak in Russia that the so-called "era of St. Petersburg" began, and Vladimir Putin's ascent to the top of power began. Even more significant for the fate of the country were the conclusions that the future president made after the defeat of his teacher Anatoly Sobchak. If this defeat had not happened in June 1996, the face of Russia today would have been different. And on July 25, 1998, at the suggestion of Yumashev, Putin was appointed director of the Federal Security Service of the Russian Federation.
Here the predatory talents of "moth" or "cigarette butt" (these are Putin's KGB nicknames) unfolded into further prospects of opportunities. He prepared compromising evidence on officials and politicians, eliminating them with ease. Many people remember the video of the Prosecutor General of Russia Skuratov with prostitutes, prepared by Putin's order. There were many similar products. In addition, Putin eliminated objectionable poisons, plane crashes and car accidents.
In 1999, Putin was appointed Prime Minister of Russia. This became the impetus for larger-scale crimes.
September 1999 entered the history of Russia with a series of terrorist attacks. On September 4, as a result of a car bomb explosion, two entrances to a residential building in the Dagestan city of Buynaksk collapsed, killing 58 people under the rubble. Five days later, in Moscow, a multi-storey building was blown up on Guryanov Street, killing 100 people. On September 13, a tragedy again occurred in Moscow, an explosion was heard on the Kashirskoye Highway, and the bodies of 124 residents were found under the ruins of a multi-storey building.
Three days later, the echo of the explosion reached Volgodonsk, where a truck took off and the facade of a multi-storey building collapsed from the detonation, 18 dead were removed from the rubble. A very strange attempt at sabotage was in Ryazan. The sabotage was prevented thanks to local residents, and at first suspicion fell on people close to the FSB.
The story of the explosions of residential crowbars has acquired many rumors. The FSB supplied the terrorist attacks with a Chechen trace, the Wahhabis, Arabs, Basayev, bin Laden were appointed guilty. But the truth was the worst. The initiators of the explosions were intelligence agencies. It was this version that was developed in their book "The FSB Blows Up Russia" by former FSB Lieutenant Colonel Alexander Litvinenko and historian Yuri Felshtinsky.
The refusal to publish material about the explosions of residential buildings in Russia caused a scandal. The FSB put a nightmare on everyone who accused them of a terrible crime.
On New Year's Eve on December 31, 1999, Boris Yeltsin addressed the Russians with the words of apology that maybe he did something wrong, but he was tired and went on vacation, but left acting president VV Putin.
